"Plans to construct one of Europe's largest onshore wind farms has been refused by the Scottish Government... It said Lewis Wind Power's (LWP) 181-turbines for Lewis on the Western Isles did not comply with European law protecting sensitive environments... The scheme had the backing of the local authority and business, but attracted almost 11,000 objections...."

So the Scottish Government has stepped in to protect an SPA (Special Protected Area) from development into a wind farm, despite support from local business and the local Council. A wind farm is a development that would bring green energy, but in this instance the Scottish Government has decided that the natural heritage of the area and it's protected status are more important than business and development.

Drawing comparisons with the proposed housing development, hotel complex, condo towers and golf courses at Menie Links - of which the golf courses are to be built upon a SSSI (Site of Special Scientific Interest) - one expects the Scottish Government to commit itself in the same way to protect the mobile sand dune system (which would be destroyed by the stabilisation outlined in Trump's plans) and uphold the protected status of sensitive eco-systems across Scotland.
